ECS is seeking Technical Deputy Project Manager to provide administrative and project management support for several ongoing efforts supporting development of Artificial Intelligence (AI) and Machine Learning (ML) solutions for the Department of Defense. This position assists with customer engagements including technical discussions and project monitoring and control. The Deputy Project Manager reports directly to the Program Manager and provides analysis on current and planned activities daily. Specific responsibilities include; organizing/scheduling meetings, managing project plans, action items and risks; creating meeting agendas and publishing meeting minutes; organizing project kickoff and Technical Exchange Meetings; supporting contract actions and financial tasks such as tracking invoices. The Deputy Project Manager will work closely with the Technical Lead to ensure tasks are being assigned and completed on time. The Deputy Project Manager will know the pipeline technology well to help support the pipeline team and communicate issues with the Program Manager.
Position Responsibilities:
  • Work closely with the Program Manager supporting daily activities
  • Schedule meetings, create agendas, publish minutes and track actions
  • Support creation of user accounts and track JIRA Tickets
  • Conduct financial analysis such as Estimate at Complete (EAC), Earned Value (EV) and Budget at Complete (BAC) calculations
  • Develop Risk Register and manage risks, mitigation actions and contingencies
  • Support weekly Program Meetings with Government Customers
  • Develop and deliver Weekly Activity Briefing (WAB)
  • Support development and maintenance of Plan of Actions and Milestones (POA&M)
  • Develop and maintain MS Project Plans and Schedule documents
  • Assist the Project Manager with estimating project cost
  • Assist the Project Manager with project initiation, planning, execution and closing
  • Provide operational support to Project Manager relating to procurement, staffing, recruiting and ongoing program initiatives
  • Required Skills:

  • Must be a US Citizen
  • Secret Clearance eligible
  • Bachelor’s degree in a Business, Project Management, Finance or Information Technology
  • Ability to learn the technology and tools that support the team and the program
  • Familiarity with Linux, Putty, SQL, Pivot Tables and Python desirable in this position
  • Experienced in PowerPoint and Excel
  • Familiarity with MS Teams is desirable
  • Experienced with working with Data Pipelines and Data Management
  • Comfortable with providing status of the delivery of data and where it resides in the pipeline
  • Ability to visualize metrics that show technology adoption by various organizations and users
  • Innovative thinker that can help create achievable solutions
  • 4-6 years of relevant work experience
  • Experience in developing and managing projects, to include project teams, prioritization of lines of effort, planning, scheduling and close out
  • Proficient with technology such as MS office Suite, ticket tracking systems etc.
  • Excellent communication and writing skills.
  • Experience with tracking and reporting project metrics. Experience managing stakeholders and ability to quickly adjust to changing customer priorities.
  • Desired Skills:

  • Secret Clearance and eligible to obtain Top Secret
  • Knowledge of Agile, Kanban and/or JIRA
  • Certified Associate in Project Management (CAPM) Certification
  • Experience with government contracts and purchasing
  • Knowledge of the Defense Federal Acquisition Regulations (DFARs) and Government Procurement
